A Part 135 Certificate Is Only the Start of a Drone Delivery Operation

A Part 135 certificate is a meaningful delivery milestone, but it does not create a reliable service by itself. The operating test is whether every order can move safely through dispatch, loading, flight, handoff, recovery, and exception handling.

The FAA treats Part 135 certification as one element of a package-delivery operation, alongside aircraft approval, pilot qualification, operating authority, and the way the company plans to serve communities. That framing is useful because a certificate does not by itself make an order flow reliable.

A delivery program becomes dependable when the aircraft, people, procedures, and customer handoff work together on an ordinary day and during an exception. The practical question is not whether a flight can launch. It is whether the team can complete every handoff with the same discipline.

Build the operating system around the flight

Start with a written order path: intake, address validation, payload acceptance, loading, dispatch release, flight monitoring, delivery confirmation, recovery, and closeout. Assign an owner to each step and define what happens when that step cannot be completed. A clear exception path keeps a delayed order from becoming an improvised operational decision.

Maintenance and configuration control belong in that same system. The operations team should know which aircraft is assigned, its current maintenance status, the approved payload configuration, and the process for returning an aircraft to service after a discrepancy.

Make dispatch decisions traceable

Dispatch needs a current view of the mission, the aircraft, the people responsible, and the conditions that can change the plan. That includes weather, airspace, communications, launch and recovery locations, payload condition, and the limits stated in the operating authorization. The record should make it possible to reconstruct why the team proceeded, paused, diverted, or cancelled.

The FAA notes that delivery operators may need additional airspace or local coordination depending on where they operate. Build that coordination into the preflight decision, rather than treating it as a separate administrative task.

Treat handoff as an operational phase

The handoff is where aircraft operations meet a customer. Specify the acceptable delivery location, recipient notification, proof of completion, and the fallback for a blocked, unsafe, or unavailable site. A well-defined handoff also gives customer support a factual status to communicate when an order cannot be completed as planned.

This is also where community expectations matter. The FAA encourages delivery applicants to explain their operating concept and engage affected communities. For an operating team, that means giving local partners a clear contact path and responding consistently to recurring questions about routes, noise, safety, and service boundaries.

Practice the exceptions before they are urgent

A mature operation rehearses lost communications, weather changes, unavailable delivery sites, payload issues, and aircraft discrepancies. The value of a drill is not a perfect script. It is finding where a procedure is unclear, where a decision needs an owner, or where information does not reach the person who needs it.

Part 135 approval matters. The durable delivery operation is the system that surrounds it. FAA package delivery guidance is a useful place to keep that system grounded in the actual operating framework.
